The impact of INTERREG was the focus of a presentation by Irene McMaster to the Monitoring Committee of the INTERREG Northern Periphery and Arctic Programme (NPA) in Kirkenes, Norway.
In the past, measuring impact has proved extremely challenging for INTERREG programmes, due to comparatively small amounts of money and large geographies, the intangible nature of many results, and the time taken for results to develop. In work undertaken by EPRC for the NPA programme an innovative approach is taken to identifying and analysing programme impact. As well as looking at the emerging impact of the current programme, experience from previous programming periods is used to test whether long-term impact can be expected from Programme interventions. In addition, detailed, in depth, territorially-based case study analyses are carried out to identify tangible impacts on end users. The Programme’s monitoring committee meeting, Irene McMaster set out the approach to the work and preliminary findings of the research.
