Debating the efficiency and effectiveness of evaluation in Italy

Laura Polverari of EPRC was an invited speaker in a round table on 'Evaluation as an opportunity to increase the efficiency and effectiveness of development programmes' which took place in Rome on 21 June 2011, organised by Gruppo CLAS, with the patronage of Region Lombardy and the Italian Evaluation Association (AIV).

Topics debated included the added value of evaluation, the usefulness of different approaches and methods, and the improvements needed to increase the effectiveness and efficiency of evaluation as a tool for policy-making.

The event was organised to mark the launch of a book edited by Chiara Sumiraschi (Gruppo CLAS): 'La valutazione come opportunità per lo sviluppo regionale. Esperienze lombarde', published by FrancoAngeli.

Other speakers, in addition to Laura Polverari and Chiara Sumiraschi, who chaired the discussion, included:

  • Professor Lanfranco Senn of Bocconi University in Milan;
  • Albino Caporale, Managing Authority of the Tuscany 2007-13 ERDF OP;
  • Olivia Postorino, Managing Authority of the Lombardy 2007-13 ERDF OP;
  • Viviane Iacone, senior official within the DG Environment, Energy and Networks of Region Lombardy,
  • Laura Tagle, independent expert and former member of the Italian Evaluation Unit.
