Rona Michie is a Senior Research Fellow at EPRC. She has an honours degree in economics from the University of Strathclyde and specialises in comparative analysis of the implementation of Cohesion policy, and in the study of the implementation of regional policy and Cohesion policy in the UK.

Together with EPRC Director, Fiona Wishlade, Rona has developed a new EPRC research programme on the implementation of financial instruments under Cohesion policy. In this context she has led or participated in studies and evaluations for the European Commission, European Parliament, European Investment Bank and several national and regional authorities. These include the ex post evaluation of financial instruments (Work Package 3) for DG Regio of the European Commission, and work for the fi-compass technical assistance platform for the EIB, developing guidance for Structural Funds managing authorities. She is a member of the editorial board of EStIF, the European Structural and Investment Funds journal.

How, and how well, does State aid transparency work?

Transparency has become a watchword in EU State aid control. Since July 2016, all granting authorities have been required to report awards exceeding €500,000 to a publicly accessible website. Yet, four years on, there is still scope for improvement in the timeliness of reporting, the accuracy of compliance assessments and rationalisation of obligations. An EPRC study prepared for DG Competition looks at how, and how well, the transparency requirement has been implemented and feeds into the wider Commission review of the State aid rules post 2020.

Horizon2020 project TRACER delivers results

EPRC is a partner in the Horizon2020 project TRACER, which supports nine coal-intensive regions to transition to sustainable energy systems. In the last year, it has delivered substantial results, while consultations and dialogues in the regions are ongoing.
