New DG Regio study: the ex post evaluation of financial instruments under Cohesion policy 2007-13

EPRC, together with t33 and Metis GmbH, have been awarded the contract for a study on the ex post evaluation of financial instruments in the 2007-13 programme period for DG Regio of the European Commission. This study forms Work Package 3 of the Commission’s ongoing series of ex post evaluation studies.

The subject of the evaluation is to assess the rationale, implementation and early evidence of the effectiveness of financial engineering instruments funded under Cohesion policy programmes in the 2007-13 period. The study focuses on the eleven countries where total equity/venture capital exceeds €100 million or where loan and guarantee support exceeds €200 million, plus Denmark where equity/venture capital accounts for a high proportion of spending. 

The research involves assessing the policy rationales for the instruments as well as the literature to develop typical theories of change for why and how the various instruments work. These narratives are being critically assessed using evidence from case studies.
