New Publication: Clouds, clocks and Cohesion policy dynamics

A new article by Carlos Mendez has been published in Policy and Politics.

Employing a path-interdependent analytical framework, the article provides a cross-case comparison of the 1988 and 2006 reforms of Cohesion policy. It argues that the key changes introduced in both of these cases of radical reform were inspired by earlier experiences driven by Commission policy entrepreneurship, draws attention to the mutual existence and co-evolution of continuity and change and highlights the role of sub-systemic conflicts and dynamics in generating pressures for change.
