Bio-based strategies and roadmaps for enhanced rural and regional development in the EU (BE-Rural)
2019 - 2022
The BE-Rural project aims to realise the potential of regional and local bio-based economies by supporting a wide group of stakeholders to participate in the development of bioeconomy strategies and roadmaps. It focuses particularly on five regions, namely Stara Zagora (Bulgaria), Szczecin Lagoon and Vistula Lagoon (Poland), Strumica (Macedonia), Covasna (Romania) and Vidzeme and Kurzeme (Latvia), each of which had strong potential in specific bio-based sectors (e.g. essential oils and herbs for cosmetics/pharmaceuticals; small-scale fisheries; agricultural residues; and forestry). BE-Rural will stimulate learning and the co-creation of knowledge within each individual region, but also between the five regions, and at a wider European level.
Smart strategies for the transition in coal-intensive regions (TRACER)
2019 - 2022
TRACER aims to support a number of coal-intensive regions around Europe to design (or re-design) their research and innovation strategies in order to facilitate their transition towards a sustainable energy system.
The project focuses on nine regions. These are South East Bulgaria, North West Bohemia (CZ), Lusatian Lignite District (DE), West Macedonia (GR), Upper Silesian Coalfield (PL), West Romania and Wales (UK) within the EU, and Kolubara (Serbia) and Donetsk (Ukraine) outside the EU.
Core activities include:
bringing together a wide range of stakeholders in each target region to discuss and agree on a shared vision and priorities for coal transition
joint development of R&I strategies, industrial roadmaps and decision support tools
identification and analysis of best practice examples of successful and ambitious transition processes in coal intensive regions
assessment of social, environmental and technological challenges
the elaboration of guidelines on how to mobilise investment
activities to stimulate R&I cooperation among coal intensive regions in Europe and beyond.
Northern Periphery and Arctic Programme 2014-2020: Impact Evaluation
2018 - 2019
The evaluation will focus on the Programme’s contributions to NPA targets and objectives, which focus specifically on the needs of remote and peripheral communities, and also to cooperation and development in the Arctic and Europe 2020 Strategy.

Madeira Free zone: the international competitiveness of the Madeira tax regim

This study for the Madeira development agency provided a comparative overview of tax regimes designed to attract mobile investment, comparing and contrasting the Madeira regime with those operating across a number of other EU Member States and their dependencies.
State aids, tax competition and the outermost regions
2008 - 2008
This study for the Madeira development agency assessed the impact of the special tax regime. The study was undertaken in the context of proposed changes to it imposed by the European Commission under the State aid rules. It sought to assess the attractiveness of the regime to actual and potential investors compared to the existing regime.
The project involved research on the impact and added value of EU Cohesion policy in the period up to 2007 and assessed the financial and strategic shifts in Cohesion policy arising from the Council decision and Interinstitutional Agreement in 2005-06, with a view to identifying the key changes and implications for added value.
The reform of EU Cohesion policy: an evaluation of the proposals and implications for Spain

The project involved research on the reform of Cohesion policy, the implications for Spain and consideration of potential reform scenarios and options.
Cohesion policy allocations 2007-2013 and policy options for Cyprus

The project involved budget modelling and research on scenarios and options for reforms of the Multinannual Financial Framework and Cohesion policy, in the 2007-13 period and implications for Cyprus.
Benchmarking regional policy in Europe, Second International Conference
2004 - 2005
The project involved comparative research on the design and implementation of regional policies in Central and Eastern Europe, and the organisation of a conference to facilitate dialogue between regional policy-makers from old and new Member States, as well as Romania and Bulgaria, on the directions of regional development policies at European, national and sub-national levels.
Advisory support for the Greek Ministry of Economy and Finance during negotiations on the new EU Financial Perspectives 2007-2013 and the reform of Cohesion Policy
2004 - 2005
The project involved reearch and policy advice for the Ministry of Economy and Finance on the negotiations and discussions relating to the EU Financial Perspective for 2007-2013 and the reform of EU Cohesion policy associated with the enlargement of the European Union. This involved, in particular, establishing budgetary scenarios for the allocation of EU funding among the priority objectives of the EU and for distributing Cohesion policy support among the Member States of the EU, and identifying the implications for Greece.
The project examined the implications of the European Commission's proposed reform of the Regional Aid Guidelines for the period 2007-13, focusing on their implications for the Highlands & Islands region, Scotland.
Regional policy in the regions: an international comparison
2003 - 2003
The project involved an international comparative study on the delivery of economic development policies in the regions of selected EU countries. Four case studies were undertaken - Denmark, France, England and Flanders - where organisations that implement the national economic development agenda in the regions were studied.
ERDF co-Financing of loan-based subsidies: isssues and options relating to the tail-end problem

The project involved research on the methods of co-financing subsidies on such soft loan schemes where such subsidies would still be needed after the end of the Structural Funds’ eligibility period due to the loans maturing after that date.
