John Bachtler presented an invited paper to a workshop on 'First Lessons from the Budgetary Review' organised by ZEW (Centre for European Economic Research) in Mannheim.
The workshop, held as part of a programme of activities of the EU-CONSENT Constructing Europe Network, brought together EU budget researchers and policymakers from nine countries as well as the European Commission and European Central Bank to debate the scope for reforming the EU budget on both the expenditure and revenue sides.
John Bachtler's paper focused on the challenges for reforming EU Cohesion policy, examining the divergent views of Member States on design, content and governance of the policy as well as key issues relating to the effectiveness and efficiency of Structural Funds.
