The European State Aid Law Quarterly has recently published an article by Fiona Wishlade on the rulings of the European Courts regarding Italian regional social security concessions.
The cases involved the extension of the Mezzogiorno social security concessions to Venice and Chioggia. Following an investigative procedure, the Commission ordered recovery of this aid. This decision was, however, challenged by a number of recipients, raising important procedural issues about the standing of beneficiaries before the Courts, and longstanding substantive questions about the relationship between competition policy and cohesion policy.
