The Journal of European Public Policy has published an article by Carlos Mendez on the post-2013 reform of cohesion policy and the place-based narrative.
It argues that the place-based narrative played an important role in shaping the post-2013 agenda and reform proposals, particularly regarding the territorial and integrated principles and the reassertion of Commission control over programming. Nevertheless, the Commission's proposals fall short of a coherent place-based approach owing to deep-rooted ideational, interest-driven and organisational resistance and tensions relating to the territorial dimension of cohesion, the governance of different funds and the policy's relationship with the Europe 2020 strategy.
