The Consortium consists of regional policy departments and agencies from ten European countries which provide funding for comparative research into regional policy developments in Europe undertaken by EPRC.
Four main papers were presented at the meeting:
The keynote paper was on recent developments in regional policy across the EU27, presented by Douglas Yuill and co-authored by Douglas Yuill, Martin Ferry and Tobias Gross. The paper built on country reports produced by an EPRC team (Sara Davies, Martin Ferry, Tobias Gross, Frederike Gross, Carlos Méndez, Irene McMaster, Rona Michie, Laura Polverari, Heidi Vironen, Douglas Yuill, and associate researchers in Denmark and Greece (Henrik Halkier, Maria-Amalia Vergoula))
A second paper, by Fiona Wishlade, on the one hand, reviewed the negotiation of the 2007-13 regional aid maps and, on the other, considered regional aid values and the global competition for FDI.
A third paper focused on recent developments with respect to EU Cohesion policy, covering not only the new planning framework which has been developed for 2007-13 but also longer-term Cohesion policy challenges. The paper was presented by John Bachtler and co-authored together with Carlos Méndez.
The final paper focused on the regional allocation of regional policy funding - in other words, the question of where does all the money go? It was presented by Sara Davies, and written by Sara Davies, Frederike Gross and Douglas Yuill, again building on country research by the EPRC team mentioned above.
