PhD student Sylwia Borkowska presented an outline of her research, which focuses on a central issue in contemporary governance debates: the relationship between civil servants and politicians in the implementation of public policy. It takes the case of Cohesion policy implementation in Poland and assesses the interplay of these actors and the effects on policy performance. The purpose of the research is to identify indicators to estimate the strength of the political factor, to identify the key factors involved and to assess the effects on resource allocation and policy performance.
