The role and value of results indicators in measuring and evaluating European Territorial Cooperation Programmes is the subject of considerable debate. This debate continued in a workshop held for the ESPON TeVi project in Turku, Finland on 3 October.
Along with partners from Nordregio, Irene McMaster facilitated a critical discussion on the issues around the definition of appropriate measures and targets, measurablility of interventions, the capacity of programmes to deliver impact, and the value of result indicators for capturing and measuring the impact of European Territorial Cooperation Programmes.
The workshop was one of several run in the context of an ESPON project aiming improve knowledge on the impacts of cooperation programmes. Participants from a number of INTERREG programme in the North of Europe came to exchange views on what has been a challenging issue, in terms of defining and setting appropriate indicators, capturing tangible and intangible results and establishing territorial impact.
